Job summary

Semper Valens Solutions is seeking a Budget Analyst to support program budgets and financial processes at Aberdeen Proving Ground, MD. The role requires preparing budgeting documentation, audit responses, and maintaining internal controls to ensure mission readiness.

The candidate should have 5+ years of Budget Analyst experience, with a Bachelor's degree in Business or Accounting (or 4 extra years of related experience in lieu of the degree). Secret clearance is required for consideration.

Qualifications

  • Minimum 5 years of experience as a Budget Analyst.
  • Bachelor's Degree in Business or Accounting; substitutions: 4 additional years of related experience may substitute for a Bachelor's degree.

Responsibilities

  • Prepare budgetary documentation, audits, and evaluations of internal controls to support programs.
  • Enter and manage documentation in government financial systems including GFEBS, LMP, and DTS.
  • Manage budgets, reconcile errors, and maintain financial records for multiple appropriations (including FMS).
  • Support PPBE process: budget formulation, validated requirements, manpower costs, justify funding changes, and develop budget exhibits and lifecycle analyses.
  • Enter, retrieve, manage, and present data in DAVE, PMRT, PIEE, and AE2S systems.
  • Act as a tester for DAR-Q, collecting data and formulating responses to audit samples.

This position is contingent upon contract award.

Location: Aberdeen Proving Ground, MD

Clearance Required: Secret Clearance

Job Description and Responsibilities
  • Experience in preparing budgetary documentation, audit responses, and evaluations of internal controls in support of programs.
  • Ability to enter and manage documentation in the Government's financial systems, including the General Fund Enterprise Business System (GFEBS), the Logistics Modernization Program (LMP), and Defense Travel System (DTS).
  • Experience managing budgets, reconciling errors, and maintaining financial records for multiple appropriations, including foreign military sales (FMS).
  • Experience in Planning, Programming, Budgeting, and Execution (PPBE) support, including budget formulation with validated requirements and manpower costs, justifying and defending against proposed funding changes and potential delays in program spending, developing budget exhibits, presentations, and lifecycle analyses to facilitate mission success within the programs.
  • Ability to enter, retrieve, manage, and present data contained in Government systems such as the Defense Acquisition Visibility Environment (DAVE), Project Management Resource Tools (PMRT), Procurement Integrated Enterprise Environment (PIEE), and the Army Equipping Enterprise System (AE2S).
  • Serve as a tester for Advana Dormant Account Review, Quarterly (DAR-Q), collecting data and formulating responses to audit samples.
