Job summary

Semper Valens Solutions is seeking a Budget Analyst to support Aberdeen Proving Ground, MD, with a Secret clearance. The role requires five years of budget analysis experience, a business or accounting degree, and proficiency in government financial systems (GFEBS, LMP, DTS, DAVE, PME).

You will prepare budget documentation, respond to audits, and support PPBE activities across multiple appropriations. Responsibilities include budget formulation, exhibits, lifecycle analyses, and data management

• Five years' experience as Budget Analyst.
• Bachelor's degree required in business or accounting; substitutions allowed.
• Ability to manage documentation in government financial systems.

Responsibilities

• Experience in preparing budgetary documentation, audit responses, and evaluations of internal controls in support of programs.
• Ability to enter and manage documentation in the Government's financial systems to include the General Fund Enterprise Business System (GFEBS), the Logistics Modernization Program (LMP) and Defense Travel System (DTS).
• Experience managing budgets, reconciling errors, and maintaining financial records for multiple appropriations, including foreign military sales (FMS).
• Experience in Planning, Programming, Budgeting, and Execution (PPBE) support to include (but not be limited to) budget formulation with validated requirements and manpower costs, justifying and defending against proposed funding changes and potential delays in program spending, developing budget exhibits, presentations, and lifecycle analyses to facilitate mission success within the programs.
• Ability to enter, retrieve, manage, and present data contained in Government systems such as the Defense Acquisition Visibility Environment (DAVE), Project Management Resource Tools (PMRT) and associated applications, Procurement Integrated Enterprise Environment (PIEE), and the Army Equipping Enterprise System (AE2S).
• Serve as a tester for Advana Dormant Account Review, Quarterly (DAR-Q), collecting data and formulating responses to audit samples.

This position is contingent upon contract award

Qualifications:

• A minimum of five (5) years experience as a Budget Analyst is required
• Bachelor's Degree in Business or Accounting
• Substitutions: Four (4) additional years of related experience will substitute for Bachelor's degree
