Job summary

The corporation of the town of lincoln is seeking a Learning Operations Analyst to optimize the learning ecosystem and collaborate with HR and stakeholders. The role focuses on Dayforce LMS governance, content management, and data-driven decision making.

You will collaborate with vendors, maintain learner records, and drive operational improvements using Power BI and other reporting tools. A bachelor’s degree and 3–5 years LMS experience are required.

Qualifications

• Bachelor’s degree in HR, Education, Instructional Design, or related field, or equivalent experience.
• 3–5 years of LMS administration and L&D operations experience.
• Experience with third-party learning content providers and libraries within an LMS.
• Experience with learning technologies such as Adobe Captivate or Scribe.
• Understanding of SCORM/AICC/xAPI formats.
• Strong data accuracy and compliance focus.
• MS Office and reporting tools; Power BI experience a plus.
• Ability to identify inefficiencies and implement scalable solutions.

Responsibilities

• Own Dayforce LMS governance, optimization, user experience, and adoption strategies.
• Import and organize learning content; map to competencies and paths.
• Identify opportunities to automate and standardize learning operations.
• Collaborate with vendors and stakeholders to improve system integrations.
• Maintain learner records, certifications, and training completions.
• Partner with SMEs and HR on content curation, deployment, and reporting.
• Analyze data and create insights to support workforce development and compliance.
• Manage the centralized learning mailbox and respond to inquiries.
• Monitor trends and propose innovations to boost engagement.
