Job summary

TEC Group International is seeking a Procurement & Subcontracting Manager for Life Sciences / Pharmaceutical Construction to lead end-to-end procurement on major capital projects in the United States, with a focus on GMP facilities and biotech manufacturing environments.

You will own procurement and subcontract packages from tender through closeout, collaborate with Engineering, Construction and Commercial teams, and travel to project sites as required in the Dallas/Richardson area.

Qualifications

• Significant procurement and subcontracting experience within EPC, engineering, construction management or major capital project environments.
• Direct experience delivering pharmaceutical, biotechnology or biopharmaceutical construction projects, ideally GMP-regulated facilities.
• Strong hands-on experience across the full procurement lifecycle, including RFQs/RFPs, bid evaluations, negotiations and awards.

Responsibilities

• Develop procurement strategies aligned with project schedules, budgets and technical requirements.
• Manage sourcing, RFQs/RFPs, tendering, commercial evaluations, negotiations and contract awards.
• Procure engineered equipment, construction materials, specialist services and critical project packages.
• Coordinate technical and commercial bid evaluations with Engineering and Construction teams.
• Manage supplier performance, procurement schedules, long-lead equipment and delivery commitments.
• Prepare bid comparisons, award recommendations and commercial documentation.
• Manage specialist construction and installation subcontract packages from pre-award through execution and closeout.
• Lead subcontractor qualification, tendering, bid evaluations and commercial negotiations.
• Administer subcontracts, including payment applications, variations, change orders and contractual correspondence.
• Address contractor performance, commercial risks, claims and disputes.
• Work closely with Construction Management and Project Controls to support cost, schedule and delivery objectives.
• Support procurement and subcontracting activities on GMP-regulated pharmaceutical and biotechnology facilities.
• Coordinate packages involving cleanrooms, specialist HVAC, critical utilities, process piping, electrical installations and technical equipment.
• Work with Engineering, Quality and Commissioning teams to meet project-specific technical, documentation and regulatory requirements.
• Support supplier and subcontractor coordination through installation, testing, commissioning and project handover.
