Procurement & Subcontracting Manager – Life Sciences / Pharmaceutical Construction
Salary: $115,000–$140,000 base salary (depending on experience)
Employment Type: Permanent | Full-Time
Sector: Life Sciences, Pharmaceutical & Advanced Manufacturing Construction
The Opportunity
TEC Group is partnering with a leading international engineering and construction organisation to recruit an experienced Procurement & Subcontracting Manager for major Life Sciences and Pharmaceutical capital projects.
This is an opportunity to join a business delivering technically complex, high-value facilities across the United States, with a particular focus on pharmaceutical and biotechnology manufacturing environments.
We're looking for someone who understands the realities of major construction projects and can take direct ownership of procurement and subcontract packages from initial tender through to final closeout.
This is a hands-on, project-focused role, working closely with Engineering, Construction, Project Management and commercial teams. It is not a purely corporate procurement, indirect purchasing or high-level strategic sourcing position.
Key Responsibilities
Project Procurement
- Develop and execute procurement strategies aligned with project schedules, budgets and technical requirements.
- Manage sourcing, RFQs/RFPs, tendering, commercial evaluations, negotiations and contract awards.
- Procure engineered equipment, construction materials, specialist services and critical project packages.
- Coordinate technical and commercial bid evaluations with Engineering and Construction teams.
- Manage supplier performance, procurement schedules, long-lead equipment and delivery commitments.
- Prepare bid comparisons, award recommendations and commercial documentation.
Construction Subcontracting
- Manage specialist construction and installation subcontract packages from pre-award through execution and closeout.
- Lead subcontractor qualification, tendering, bid evaluations and commercial negotiations.
- Administer subcontracts, including payment applications, variations, change orders and contractual correspondence.
- Address contractor performance, commercial risks, claims and disputes.
- Work closely with Construction Management and Project Controls to support cost, schedule and delivery objectives.
Life Sciences / Pharmaceutical Projects
- Support procurement and subcontracting activities on GMP-regulated pharmaceutical and biotechnology facilities.
- Coordinate packages involving cleanrooms, specialist HVAC, critical utilities, process piping, electrical installations and technical equipment.
- Work with Engineering, Quality and Commissioning teams to meet project-specific technical, documentation and regulatory requirements.
- Support supplier and subcontractor coordination through installation, testing, commissioning and project handover.
What We're Looking For
- Significant procurement and subcontracting experience within EPC, engineering, construction management or major capital project environments.
- Direct experience delivering pharmaceutical, biotechnology or biopharmaceutical construction projects, ideally within GMP-regulated facilities.
- Strong hands-on experience across the full procurement lifecycle, including RFQs/RFPs, bid evaluations, negotiations and awards.
- Proven construction subcontract administration experience, including changes, claims, payment applications and closeout.
- Experience with technical procurement packages involving engineered equipment, mechanical systems, electrical installations or specialist process facilities.
- Strong commercial judgement and the ability to work directly with Engineering, Construction and Project Management teams.
- Comfortable working on-site in the Dallas/Richardson area and mobilising to future project locations as required.
Particularly Relevant Experience
We'd be especially interested in hearing from professionals who have worked on:
- Pharmaceutical or biotechnology manufacturing facility construction and expansions.
- GMP/cGMP-regulated capital projects.
- Cleanrooms, specialist HVAC, process piping, hygienic systems and critical utilities.
- Pharmaceutical process equipment procurement and installation.
- Specialist mechanical, electrical and process installation subcontract packages.
- Major EPC or design-build projects involving complex technical and commercial interfaces.
Why Consider This Opportunity?
You’ll be joining an established international engineering and construction business with exposure to significant, technically challenging capital projects.
The role offers genuine ownership of commercially important procurement and subcontract packages, close collaboration with experienced project teams and the opportunity to contribute directly to the successful delivery of major Life Sciences facilities.
Salary: $115,000–$140,000 base, depending on experience.
