Job summary

Turner & Townsend in the United States is seeking a Cost Manager / Quantity Surveyor to support cost management on a major life sciences construction program. The role covers procurement, cost control, reporting, and final accounts across manufacturing and laboratory facilities.

You will develop estimates, review pricing with vendors, support value engineering, and ensure SOX controls where applicable. A relevant degree and 3–5 years of experience are preferred for this senior position.

Qualifications

• Good understanding of procurement strategies, value management, value engineering, cost control, and contract administration.
• Strong analytical, organizational and communication skills.
• Ability to manage client, contractor and stakeholder relationships.

Responsibilities

• Advise clients on procurement and contracting strategies and manage bid processes.
• Develop construction cost estimates and review junior staff estimates.
• Present estimates to clients and provide value engineering recommendations.
• Prepare cost reports, forecasts and risk assessments.
• Review payment applications and coordinate with project managers on entitlements.
• Support dispute prevention and resolution related to contracts and payments.
• Manage project invoicing processes and final account closeout.
• Benchmark performance against industry best practices and lessons learned.
