Job summary

State of Minnesota is seeking a Learning & Development Specialist to support a consistent, high-quality learning environment for DCYF employees. You will coordinate and implement moderately complex training initiatives, assess needs, develop plans, and evaluate effectiveness across statewide programs.

The role leads LMS administration, oversees development benefits, and delivers professional development opportunities.

Qualifications

• Three (3) years of experience in designing, developing, delivering, and coordinating employee development/training programs.
• Knowledge of the principles of employee development concepts, curriculum design, adult learning theory, training techniques and approaches, training evaluation methods, and training resources.
• Experience presenting, training, and facilitating virtually, in the classroom, and one-on-one.
• Experience creating visually polished, well designed training materials and learner resources using Microsoft Office Suite and related tools, including graphics and multimedia.
• Technology fluency in digital learning tools such as e-learning authoring tools (Articulate Storyline/Rise preferred), collaboration platforms, virtual/hybrid training platforms.
• Experience administering or supporting learning management systems (LMS).
• Strong interpersonal skills working with staff, trainees, subject matter experts, organization leaders, and diverse audiences.
• A Bachelor’s degree in HRD/OD/ID may substitute one year of experience.
