Job summary

State of Indiana, Office of Medicaid Policy and Planning (OMPP) seeks a Learning & Development Manager to design, implement, and evaluate the agency's annual training plan. The role develops staff training, onboarding, and ongoing development across OMPP, ensuring alignment with Medicaid programs and policy requirements.

Exempt from overtime; 12+ years of relevant experience may be considered in lieu of a degree. Strong communication and leadership skills are essential for success in this role.

Qualifications

• Extensive knowledge of training and education principles.
• Understanding of agency functions and goals.
• Experience with experiential learning techniques.
• Knowledge of mandated training laws and regulations.
• Ability to develop, monitor and evaluate training programs.
• Ability to plan seminars and training sessions.
• Ability to assemble training materials.
• Strong collaboration with trainees and staff.
• Excellent communication skills.
• Ability to stay current with adult education trends.
• Ability to delegate and manage workload.
• Ability to coach and develop staff.

Responsibilities

• Plan, organize, direct, monitor ongoing development programs within the agency.
• Define long-range objectives and KPIs for the programs.
• Analyze operations to evaluate performance and identify improvements.
• Explain complex policies and regulations to stakeholders.
• Develop corrective action plans to solve problems.
• Prepare reports for funding or program implementation.
• Develop and oversee program finances and budgeting.
• Coordinate and deliver training for employees and consultants.
• Coordinate communication plans and outreach activities.
• Recruit and train staff to ensure role clarity and growth.
