State of Indiana is seeking a Learning & Development Manager to create, implement, and evaluate the annual learning plan for the Office of Medicaid Policy and Planning (OMPP). You will develop staff training, oversee onboarding, and ensure staff across the agency receive ongoing development opportunities.

The role emphasizes strategic planning, program evaluation, and collaboration with executive leadership to align training with policy goals and funding.

Qualifications

• Extensive knowledge of the principles, practices, and techniques of a broad area of training and education.
• Thorough knowledge of the agency's functions, operations, and purpose.
• Considerable knowledge of experiential learning techniques.
• Practical knowledge of laws, rules, and regulations governing mandated training.

Responsibilities

• Plan, organize, direct, monitor, and participate in ongoing development of programs.
• Analyze objectives, KPIs, and actions to achieve them.
• Prepare and present reports for leadership review and funding requests.
• Develop and oversee program budgets to maximize investments and efficiency.
• Develop, coordinate, and deliver training and communications.
