Job summary

Culmen International is building a talent pipeline of experienced TSA Screening Partnership Program (SPP) Project Managers to support passenger and baggage screening operations at CONUS airports. The Project Manager will serve as Culmen's senior representative for an assigned airport operation and be the primary point of contact for TSA FSD staff, overseeing execution and compliance.

• Significant progressive management experience in aviation security or regulated security operations.
• Experience leading large, shift-based operational workforces.
• Experience working with TSA, DHS or other federal agencies.
• Strong knowledge of scheduling, performance management, quality control, and compliance.
• Ability to manage multiple stakeholders in a mission-critical environment.
• Excellent leadership, written communication, analytical, and decision-making skills.

Responsibilities

• Lead overall execution of TSA passenger and checked-baggage screening operations at an assigned airport.
• Serve as Culmen's primary management interface with TSA FSD, COR, airport stakeholders, and Culmen leadership.
• Oversee screening operations, workforce scheduling, staffing, training, quality control, performance management, and contract compliance.
• Ensure operations comply with TSA SOPs, directives, contracts, and performance standards.
• Manage operational performance metrics, identify trends, and implement corrective actions.
• Maintain staffing and supervision during seasonal demand and irregular operations.
• Promote security, accountability, employee development, throughput, and customer service.
• Lead risk identification and mitigation and support TSA performance reviews.
• Oversee subordinate leadership and ensure clear accountability across the airport organization.
