Job summary

Washington State Department of Social and Health Services (DSHS) FTAA seeks a Fiscal Analyst 5 to lead time and attendance operations for Western State Hospital. You will ensure accurate time, leave, and premium pay, meet payroll deadlines, and help plan the move to a new timekeeping system.

You will manage a team, navigate three bargaining agreements, and collaborate with hospital leadership to maintain internal controls and timely reporting.

Qualifications

• Bachelor's degree with 12 semester or 18 quarter credits in accounting, auditing, or budgeting.
• Four years of relevant professional fiscal experience; master's degree or certain certifications may substitute for experience.

Responsibilities

• Lead time and attendance operations for Western State Hospital.
• Manage payroll cutoff deadlines and staff coverage.
• Process and review 20,000–25,000 time entries per pay period.
• Interpret three collective bargaining agreements affecting time, attendance and pay.
• Review HRMS reports, reconcile discrepancies, and correct errors.
• Follow up on missing entries, approvals, and accrual adjustments.
• Supervise staff and set expectations; address performance concerns.
• Build relationships with hospital leadership and resolve escalated timekeeping issues.
• Audit time and attendance records and prepare management reports.
• Support the transition to a new timekeeping system.
