Job summary

NCOA in Arlington, VA seeks a Lead, Direct Care Workforce Development to lead the DCW Strategies Center, delivering technical assistance to states and developing tools for workforce improvements.

The role coordinates a national partner network, translates lessons into practical resources, and creates webinars, briefs, and toolkits for diverse audiences. It is grant-funded through Sept 30, 2027, with a hybrid office-based schedule.

Qualifications

• Bachelor’s degree in social sciences, health, economics, or related field.
• 5–7 years of postgraduate work experience in a related capacity.
• Knowledge of direct care workforce, LTSS, HCBS, Medicaid, or related fields.
• Understanding of state systems and cross-agency partnerships.
• Experience with federal/state/national initiatives and TA efforts.
• Ability to translate policy and program information into practical strategies.
• Experience managing complex projects with many sub-grantees and stakeholders.
• Proficiency in Microsoft Office; experience with Asana.
• Strong communication and relationship-building skills.
• Willingness to travel up to 10–15%.

Responsibilities

• Support TA strategy execution across modalities; oversee tool/resource development.
• Oversee public-facing deliverables tailored to diverse audiences.
• Manage partner relationships; oversee contracts, POs, invoicing, and communications.
• Represent the Strategies Center at convenings and conferences.
• Monitor policy developments and translate into actionable insights.
• Support funder and program reports by synthesizing activities into narratives.
• Perform other responsibilities as assigned.
