Job summary

The National Council on Aging (NCOA) is seeking applications for the Lead, Direct Care Workforce Development, within its Direct Care Workforce Strategies Center. The Lead will support the delivery of technical assistance to states and the development of resources and strategies to strengthen the direct care workforce nationwide.

This is a grant-funded, temporary position funded through September 30, 2027. Responsibilities include designing and delivering TA, developing reports and toolkits,

Qualifications

• Bachelor’s degree in social sciences, health, economics, or related field required; master’s preferred.
• Five to seven years of related professional experience.
• Knowledge of direct care workforce, aging, disability, LTSS, HCBS, Medicaid, or career pathways.
• Experience with state systems, technical assistance initiatives, cross-sector partnerships, and complex project management.
• Strong communication skills to translate policy into practical resources.

Responsibilities

• Design and deliver technical assistance to states via webinars, workshops, and learning opportunities.
• Develop reports, briefs, presentations, toolkits, and resources highlighting direct care workforce strategies.
• Coordinate relationships with national partners, subcontractors, SMEs, and Advisory Committee members.
• Monitor federal and state policy developments and translate findings into actionable resources and technical assistance.
• Represent the Direct Care Workforce Strategies Center at meetings, convenings, and conferences.

The Lead will support the delivery of technical assistance to states and the development of resources and strategies to strengthen the direct care workforce nationwide. The position will help manage a multi-state technical assistance portfolio, coordinate national partners and subject matter experts, and translate lessons from states into practical resources and learning opportunities.

Key responsibilities include:

• Support the design and delivery of technical assistance to states through direct assistance, webinars, workshops, and other learning opportunities.
• Develop reports, briefs, presentations, toolkits, and other resources that highlight promising direct care workforce strategies.
• Coordinate relationships with national partners, subcontractors, subject matter experts, and Advisory Committee members.
  Monitor federal and state policy developments and emerging workforce practices and translate findings into actionable resources and technical assistance.
• Represent the Direct Care Workforce Strategies Center at meetings, convenings, and conferences.
• Support program and funder reporting by documenting state accomplishments, technical assistance activities, and lessons learned.
