Job summary

NCOA is seeking a Program Associate, Workforce Development in Arlington, VA to support planning, coordination, and implementation of grant-funded workforce development initiatives, including SCSEP and Sector Strategy grants.

The role provides technical assistance, monitors partner activities, and helps with reporting, contract administration, and program improvements while engaging with grantees nationwide.

Qualifications

• Bachelor’s degree with at least one year of experience providing technical assistance.
• 1-3 years of relevant work experience in employment and training programs.
• Strong organizational skills and attention to detail.
• Ability to travel 10–20% nationwide.

Responsibilities

• Provide technical assistance and support to network members to build capacity for programs.
• Serve as primary point of contact for grantees and partners.
• Monitor program activities and partner performance; assist with contract administration and reporting.
• Review subgrantee reports to identify trends and improvement opportunities.
• Foster relationships with external partners and stakeholders.
• Ensure compliance with SCSEP policies and program requirements.
• Monitor and triage incoming communications and support program operations.
• Develop and maintain program reporting templates and tools.
• Utilize databases to support program administration and reporting.
• Travel for site visits, conferences, and partner meetings as needed.
