NCOA's Arlington-based workforce development program seeks a Program Associate to support planning, coordination, and implementation of grant-funded initiatives within the CEW. You will provide technical assistance, coordinate activities, and support grantees across the country to strengthen program outcomes.

Qualifications

  • Bachelor’s degree with 1 year of experience providing technical assistance or in a related role.
  • 1-3 years of relevant work experience in employment and training programs.
  • Demonstrated ability to manage projects and tasks effectively while maintaining strong organizational skills.
  • Strong verbal, written, presentation, and facilitation skills, with ability to adapt communication style to stakeholders.
  • Experience working with diverse stakeholders and communicating in internal/external settings.
  • Experience supporting meetings, trainings, webinars, or related activities preferred.
  • Experience supporting nonprofit or grant-funded programs, including tracking deliverables and reporting.
  • Proficiency with Microsoft Office and databases or web-based systems (e.g., Cumulus, Zengine, GPMS, Salesforce).
  • Ability to travel 10-20% across the United States.

Responsibilities

  • Provide technical assistance and support to network members to build capacity for programs.
  • Serve as primary contact for grantees and partners, offering guidance and resources for program implementation.
  • Monitor program activities and partner performance; assist with contract administration, reporting, and invoicing.
  • Review subgrantee reports to identify trends and opportunities for improvement.
  • Act as ambassador for NCOA’s mission and build relationships with external partners.
  • Apply SCSEP policies and collaborate with the Workforce Development team on compliance.
  • Monitor and triage SCSEP inbox communications; respond or escalate as needed.
  • Assist with development and updates of program reporting templates and tools.
  • Utilize NCOA systems (Cumulus, Zengine, GPMS) for program administration and reporting.
  • Track reporting deadlines and populate monitoring templates for grant oversight.
  • Review subgrantee quarterly reports for highlights in Department of Labor reporting.
  • Provide admin and customer service support to the Workforce Development team.
  • Coordinate logistics for meetings, trainings, travel, and events.
  • Foster collaboration across NCOA to support implementation and continuous improvement.
  • Participate in team meetings and planning for organizational goals.
  • Conduct site visits and travel as needed to support grantee relationships and priorities.
  • Assist with grant proposals and funding opportunities to grow CEW programs.
  • Perform other duties as assigned.
