Job summary

Maximus is seeking an experienced Program Manager to oversee complex, multi-project cognitive domain programs. You will lead planning, staffing, and execution while applying PMI standards and coordinating with SOF personnel and stakeholders.

The role emphasizes strategic planning, data-driven decision making, and collaboration across multidisciplinary teams to sustain program impact and readiness. Requires high-level security clearance readiness and US citizenship.

Qualifications

• Bachelor's degree required or equivalent combination of education and experience.
• 7–10 years of relevant professional experience.
• Advanced knowledge of cognitive performance, brain health, neuroscience, human performance, psychology, or related discipline.
• Experience leading programs, multidisciplinary teams, or complex human performance initiatives.
• Strong communication and stakeholder engagement skills.

Responsibilities

• Manage day-to-day operational aspects of a project and scope, including planning activities and artifacts.
• Oversee large multi-project programs, planning, staffing, leading, and controlling activities.
• Create and execute project work plans and revise to meet changing needs.
• Identify resources and assign responsibilities; develop resource plans.
• Baseline projects and capture metrics for historical data and forecasting.
• Review deliverables for quality before submission to management and customers.
• Apply PMI methodology and enforce project standards across projects.
• Prepare for engagement reviews and quality assurance procedures.
• Minimize risk exposure and communicate project information to stakeholders.
• Resolve issues promptly considering project impact.
• Ensure project documents are current and properly stored.
• Track lessons learned and apply them to future projects.
• Close out projects properly and supervise staff with feedback.
• Escalate and prioritize workloads; liaise with vendors and monitor SLAs.
• Draft vendor contracts, SOWs, RFPs/RFIs, change requests, and requirements.
• Lead continuous improvement teams and provide strategic direction for cognitive domain programs.
• Develop and implement evidence-based initiatives to improve readiness, brain health, resilience, and performance.
• Integrate cognitive services with physical, psychological, spiritual, social, and family domains.
• Collaborate with SOF personnel and stakeholders to ensure relevance and impact.
• Establish performance measures and analyze program data to drive improvements.
• Identify innovative approaches to training, prevention, care, and return-to-duty support.
• Represent cognitive domain in leadership forums and program reviews.
