Job summary

North County Transit District in Oceanside, CA seeks an Administrative Analyst – Learning and Development to provide technical and administrative support for the department. You will help develop curriculum, manage learning modules in the LMS, assign courses, and track participation to meet business needs.

Qualifications

• Bachelor’s degree in organization development, business administration, management, public administration, information technology or a related field.
• Minimum of three years directly relevant experience, preferably in the public sector, transportation, engineering, and construction.
• Experience as a Learning Management System Administrator or super-user highly desired.

Responsibilities

• Performs a wide range of technical, analytical, and general administrative duties.
• Coordinates, implements, and monitors assigned tasks and projects; prepares and presents reports.
• Identifies and communicates opportunities for process and quality improvements; provides feedback on enhancements.
• Collaborates with training, HR, and departmental staff regarding training needs and opportunities for talent development.
• Supports development of curriculum, training content, and learning modules; assigns learners to courses and tracks training participation and completion.
• Develops and updates standardized tools and reporting; audits and reports regularly; ensures access to learning information across the organization.
• Acts as escalation point for support issues with IT staff or LMS vendor.
• Updates policies, procedures, and manuals as directed.
• Coordinates department responses to audits and Public Records Act requests.
