Job summary

City of Alexandria, VA is seeking an experienced Learning and Development Analyst to support and drive HR training initiatives. This role performs needs analysis, develops and administers training programs, and collaborates with trainers and subject matter experts to ensure high-quality learning experiences.

The position analyzes program effectiveness, delivers sessions in classroom, virtual, or on-demand formats, and stays current with HR and L&D best practices.

Qualifications

• Bachelor's degree in a related field and 3 years of HR or L&D experience.
• Experience developing instructor-led and eLearning content.
• Proficiency with eLearning tools such as Articulate 360, Vyond, Synthesia and LMS.]
• Strong collaboration, communication, and organizational skills.

Learning and Development Analyst

Overview

Are you an experienced human resource professional with a passion for Learning and Development? Do you enjoy helping others find and cultivate their passions for them to expand their professional expertise? If so, the Learning and Development (L&D) Analyst role may be a good fit for you. Located in the City’s Department of Human Resources on the Learning and Development team and reporting to the Learning and Development Manager, the L&D Analyst supports and drives team projects and initiatives. The person in this role performs the full range of technical, administrative, and analytical duties in support of the team. This person also works independently, applies well developed human resources knowledge, compiles and conducts data analysis, and exercises judgment and initiative. The Learning and Development Analyst has excellent organization skills, experience administering training and development programs, and the ability to identify and resolve training problems in a timely manner.

The opportunity – Examples of duties

• Conduct needs analysis, produce project plans, and play a lead role in developing training programs, performance support tools, and key resources for the team.

• Administers and manages existing and future programs, courses, events, initiatives, and activities.

• Meet with trainers and subject matter experts to ensure quality and consistency within training programs.

• Build relationships with internal leaders and subject matter experts across all departments and support training by identifying and communicating goals, objectives, and results.

• Leverage various learning methodologies and techniques to drive engagement and retention including digital learning, adult learning theory, and experiential learning.

• Analyze data related to the effectiveness of training programs and make recommendations for improvement, as necessary.

• Present training in a variety of settings, including but not limited to classroom or virtual-facilitator led training, presentations, or on-demand learning management systems

• Engage with City employees using understanding, friendliness, courtesy, tact, empathy, cooperation, concern, and politeness; relates well to people from varied backgrounds and different situations.

• Remain updated with industry trends and best practices in HR for L&D to effectively enhance learning experiences

• Also assumes responsibility for other projects or duties as required or assigned.

A bachelor's degree and three years professional experience in a human resources management field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Bachelor’s degree in Organizational Development, Human Resources, Adult Learning, Instructional Design, Training and Development, or a related field; experience in organizational development and learning program design; experience developing instructor-led and eLearning content; proficiency with eLearning authoring tools such as Articulate 360, Vyond, Synthesia, or similar platforms and learning management systems; demonstrated ability to collaborate effectively with subject-matter experts, internal stakeholders, and external vendors to translate complex information into engaging, effective learning solutions; and strong project management, written communication, and organizational skills.
