Duties / Responsibilities And Knowledge / Experience

Provide assistance with/to...

  • Reviewing, verifying and analyzing data for consistency with financial and program objectives.
  • Performing extensive reviews to verify accuracy of financial transactions.
  • Monitoring the use and rate of expenditures of budgeted funds through continuing dialogue with management and administrative staff, review of documentation and examination of records.
  • Keeping the IJC up to date by the study, analysis and interpretation of DOS and U.S. government statutes, and rules and regulations to assist with IJC plans and priorities to ensure consistency with program objectives.
  • Reviewing the Department of State financial systems for the IJC on a regular basis and immediately reporting back to the U.S. Section Secretary of any irregularities or anti-deficiency matters.
  • Reconciling the IJC's financial information to the DOS financial system(s) to ensure accurate and consistent reporting, advising the U.S. Section Secretary of any discrepancies.
  • Providing timely, accurate funding status reports to the U.S. Section Secretary and other IJC staff.
  • Ensuring that IJC managers are advised on funding amounts, types of funding available, the purposes for which the money in the budget may be used and the time frames within which the available budget funds must be used.
  • Analysis and reporting of significant trends in the IJC's budget obligations and or expenditures and other budget execution trends.
  • The IJC's budget formulation, budget presentation and budget execution, providing precise and accurate guidance on budget execution to staff and program managers.
  • Preparing budgetary schedules, justifications, reports and information as requested by the IJC and the Office of the Comptroller and the OBM.
  • Preparing the budget submission in response to RM/BP requirements for the DOS and for the Commission.
  • Obtaining the bureau planning technical guidance and technical input where appropriate from Commission technical staff (legal, engineering, scientific).
  • Preparing detailed financial and outlay plans for the Commission working closely with senior management of the IJC on long range program planning to meet budgetary limitations.
  • The total accounting program of the Commission, requiring the completion of necessary documents, details and forms to obligate, liquidate and adjust all funds.
  • Reviewing and analyzing the accounting program's weekly and monthly funds status reports, monthly status of obligations reports and quarterly accrued expenditure reports.
  • Running tailored GBI reports and prepare spreadsheets for keeping the IJC management up to date on status of budget execution; familiarity with GBI and Global Financial Management System (GFMS) is required.
  • Developing budget information on U.S. Section expenditures for the Great Lakes Regional Office (GLRO) in Windsor, Ontario.
  • Developing accurate accounting and budget charts reflecting the U.S. Section's expenditures on the Great Lakes Regional Office for use in developing budget comparison information for public dissemination, and that is comparable with the Canadian Section of the IJC's budget information on the GLRO.
  • Developing historical and current budget spreadsheets for both the U.S. Section office in Washington, D.C. and for U.S. Section expenditures of the GLRO.

Hold knowledge of...

  • Financial management principles and accounting.
  • The review, verification and analysis of data for consistency with financial and program objectives.
  • U.S. federal government financial management and budget laws and regulations to assist in the preparation of annual budget and budgetary schedules, justifications, reports and information as requested by the Office of the Comptroller and the OBM.
  • Financial resources and budget execution and reporting methods including best management procedures.
  • DOS budget and financial systems-Budget Formulation and Planning System (BFPS), Integrated Budget Information System (IBIS), Global Financial Management System (GFMS) and Global Business Information (GBI).
  • Running reports and reviewing/analyzing weekly and monthly funds status reports; monthly status of obligations reports; and quarterly accrued expenditure reports and reports on funds status.
  • Methods to accurately record function and budget object codes in financial systems.
  • Preparation of excel spreadsheets and experience reviewing financial data and information.

Minimum Requirements

  • GS-12 equivalent
  • Bachelor's Degree in any major
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
  • Strong communications skills, both oral and written, are required
  • Must be able to execute and sign non-disclosure agreements when working with sensitive and/or proprietary information

Preferred Qualifications

  • Previously held a position as a U.S. Government Accounting and Budget Officer
