Job summary

Maryland Department of Human Services is seeking a Title IV-E Program Manager to direct statewide programs—Foster Care, Adoption, Guardianship, and Prevention—and oversee administrative, fiscal, and policy operations.

The role leads staff across statewide initiatives, ensuring federal funding alignment and compliance with state goals, with opportunities for telework and competitive benefits.

Qualifications

• Bachelor's degree from an accredited college or university.
• Eight years of administrative, professional or technical work experience, including three years in supervision.
• Substitutions: graduate-level education or FFPSA/Title IV-E related experience and-Armed Forces service data as described.

Responsibilities

• Direct statewide administration of Title IV-E programs (FosterCare, Adoption, Guardianship, Prevention).
• Supervise unit staff (Administrator III, HSPPA, HSSV/IVs).
• Formulate and implement state/federal Title IV-E policies and manuals.
• Liaise for federal audits and Title IV-E reviews.
• Collaborate with OB&F and IT to streamline CJAMS/MD THINK.
