The State of Maryland is seeking an IT Systems Technical Specialist to plan, design, and develop the LTSSMaryland operating system and related enhancements by leading business analysis, translating program needs into actionable system requirements, and coordinating with stakeholders.

This role guides stakeholders through the Application Development Life Cycle, ensures alignment with program goals, and serves as a liaison between non-technical business owners and the software vendor.

Qualifications

  • Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
  • Notes: multiple substitution options including high school plus coursework, or 4-year alternatives, or U.S. armed forces service experience may apply to meet the experience requirement.
  • Bachelor's degree substitution options include IT-related fields with 3 years of experience.
  • Experience alternatives may replace college years on a year-for-year basis for required experience.
  • Military service as a commissioned officer in IT fields may substitute for the required experience.

Main Purpose of Job

The main purpose of this full-time IT Systems Technical Specialist position will be to plan, design, and develop the LTSSMaryland operating system and enhancement initiatives by managing business leads, conducting business process analysis, and translating program needs into clear, actionable system requirements.

This position will support LTSSMaryland stakeholders by guiding them through the Application Development Life Cycle (ADLC), including requirements definition, testing, validation, and release activities, while ensuring alignment with program goals and technical constraints.

This position will also serve as a key liaison between non-technical business owners, program leadership, and the software development vendor, providing recommendations for process improvement, ensuring requirements accuracy, and validating that delivered functionality meets business expectations.

Additionally, this position will support, consult, and may be responsible for projects within the Medicaid IT project ecosystem as assigned.

Please Note: This position is hybrid telework eligible.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

  1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience.
  2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.
  3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.
  4. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.
  5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:

  • Experience supporting LTSSMaryland, Medicaid, healthcare, or other large-scale government technology systems.
  • Experience with business analysis, requirements management, user acceptance testing, and Agile development methodologies.
  • Experience working with software development vendors and cross-functional technical and business teams.
  • Experience supporting system implementation, enhancement, or modernization initiatives in a regulated environment.
  • Strong analytical, communication, and stakeholder engagement skills.
