Job summary

U.S. Defense Intelligence Agency is seeking highly qualified IT professionals to support advanced data and database management initiatives.

You will analyze complex data systems, oversee contracted data services, and design data models and APIs for secure access in a fast-paced environment. Qualifications

  • Education and/or experience may meet minimum requirements.
  • Minimum of 24 semester hours in CS/engineering/information science/information systems management, mathematics, operations research, statistics, or technology management.

Responsibilities

  • Performs a wide range of complex analytical, mathematical or operations research tasks to support data activities and analysis.
  • Detects and manages erroneous, missing, or questionable data along the data pipeline and transforms values to create usable datasets.
  • Analyzes user needs of existing and proposed database systems and develops technical specifications and data models covering security, performance, access methods, data relationships, and APIs.
  • Develops strategic recommendations for intermediate and long-term data management planning, coordination, and implementation.
  • Analyzes user needs and develops technical, structural, and organizational specifications for access methods, times, job control language, statistical methodologies, device allocation, validation checks, and security.

ASSESSMENT FACTORS
  1. Performs a wide range of complex analytical, mathematical or operations research theories, principles and practices in support of costs activities, research gathering and organizing techniques and methods using analytic tools or techniques.
  2. Detects and manages erroneous, missing, or questionable data introduced along the data pipeline and transforming values based on appropriate standards to construct usable data sets from multiple sources.
  3. Analyzes the needs and requirements of users of existing and proposed database systems, and develops technical specifications and data models covering security, performance, access methods, data relationships, and application programmer interfaces (APIs).
  4. Develops strategic recommendations related to the intermediate and long-term planning, coordination, and implementation of database or data management strategies.
  5. Analyzes the needs and requirements of users of existing and proposed database systems and develop technical, structural and organizational specifications to include access methods, access time, job control language, statistical methodologies, device allocation, validation checks, protection and security.
HIGHLY DESIRED SKILLS
  1. Demonstrated experience with cloud computing platforms and big data technologies.
  2. Demonstrated experience providing technical oversight of contracted data engineers and data services.
  3. Demonstrated experience working in a complex operating environment with a high operational tempo.
Individual Occupation Requirements

All Applicants must meet the following minimum qualification requirements in order to be considered for this position:

Requirements may be met either through Education and/or Experience and/or a combination of both.

Education:

All academic degrees and coursework must be from accredited or pre-accredited institutions. The coursework must be either undergraduate or graduate and must include a minimum of 24 semester hours in one, or a combination of the following: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

Level/Education:
  • GG-07 : One (1) full year of graduate level education; or Bachelor’s degree with superior academic achievement
  • GG-09: Master’s degree or equivalent graduate degree; OR two (2) full years of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree
  • GG-11 and above: Ph.D or equivalent doctoral degree; OR three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
Experience
  • Must be IT-related (paid or unpaid);
  • May have involved the completion of specific and intensive training (for example, IT certification);
  • Should have equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and should have been gained in the same or related field as the work of the position being filled;
  • Should have been gained in the IT field or through the performance of work where the primary concern was IT;
  • Should consist of at least one year at a level equivalent to the next lower GG level;
  • Must have demonstrated each of the following four competencies:
