Job summary

NAOVI seeks a senior IT program manager to lead an enterprise IT operations program delivering cybersecurity, information management, and systems integration services. You will supervise Tier 1 and Tier 2 engineers and coordinate NOC, SOC/CSOC, and cloud operations to ensure secure, highly available infrastructure.

This role requires active TS/SCI with full-scope poly and US citizenship. You will manage escalations with carriers, OEMs, and cloud providers, drive continuous service improvement,

Active TS/SCI with full-scope polygraph.
No clearance sponsorship available.
Experience managing Tier 1 and Tier 2 technical personnel.
Strong understanding of Microsoft Sentinel, Azure, enterprise networking, IT service management.

Job description

Manage an IT program for NAOVI, a technology services company providing cybersecurity, information management, and systems integration solutions
Lead and manage Tier 1 and Tier 2 technical personnel
Oversee NOC, SOC/CSOC, enterprise operations, network operations, cybersecurity operations, and cloud operations activities
Monitor and maintain secure, highly available enterprise infrastructure
Coordinate maintenance schedules and ensure NOC/CSOC monitoring coverage before, during, and after scheduled changes
Track planned maintenance windows, infrastructure changes, outages, and service restoration activities
Manage escalations with telecommunications carriers, ISPs, OEM vendors, Microsoft/cloud providers, managed service providers, and other third-party providers
Identify operational trends, recurring issues, process gaps, and opportunities to improve monitoring, automation, escalation, and operational effectiveness
Provide incident response, cyber defense, operational engineering support, problem management, and continuous service improvement
Provide monthly application metrics, including service requests, incidents, and calls per application
Support enterprise LAN, WAN, campus network infrastructure, Azure Government Cloud, AVD, RedSeal, Sentinel, VMware, Hyper-V, Windows Server, and monitoring systems
Execute 24x7x365 operational services and work schedules

Requirements

Must be a U.S. citizen
Must currently possess an active TS/SCI with full‑scope polygraph
No clearance sponsorship is available
Experience managing Tier 1 and Tier 2 technical personnel
Strong understanding of Microsoft Sentinel, Microsoft Azure, enterprise networking, network monitoring, cybersecurity monitoring, and IT service management
Experience managing escalations involving telecommunications carriers, ISPs, OEM vendors, Microsoft/cloud providers, managed service providers, and other third‑party service providers
Experience overseeing and tracking planned maintenance windows, infrastructure changes, outages, and service restoration activities
Experience identifying operational trends, recurring issues, process gaps, and opportunities to improve monitoring, automation, escalation, and operational effectiveness
Experience coordinating maintenance schedules and ensuring appropriate NOC/CSOC monitoring coverage before, during, and after scheduled changes
Experience leading or managing personnel within a NOC, SOC/CSOC, enterprise operations center, or comparable 24x7 technical operations environment
Progressively responsible experience in enterprise IT operations, network operations, cybersecurity operations, cloud operations, or related technical disciplines
Significant experience with Microsoft Sentinel, including alert monitoring, KQL log queries, entity analysis, runbooks, or escalation
Significant experience with Azure portal navigation, Monitor/Log Analytics, VMs, Resource Health, or basic networking (VNets/NSGs)
Significant experience with networking basics, including TCP/IP, DNS/DHCP, subnetting, VLANs, routing, firewalls, VPNs, or LAN/WAN
Significant experience troubleshooting outages, connectivity, packet loss/latency, or CPU/memory issues
Experience with tools for topology, paths, assets, segmentation, or vulnerabilities
Experience with Kusto Query Language (KQL) for searching, filtering, correlating, and investigating Sentinel and Log Analytics data
Experience providing 24x7x365 NOC and CSOC services
Experience maintaining a secure and highly available enterprise environment
Experience ensuring continuous availability, security, performance, and operational integrity of enterprise infrastructure
Experience proactively monitoring network and cybersecurity environments and providing Incident Response, Cyber Defense, Operational Engineering Support, Problem Management, and Continuous Service Improvement
Experience providing monthly application metric data using agency reporting tools
Experience supporting enterprise LAN, WAN, and campus network infrastructure
Experience supporting Microsoft Azure Government Cloud, Azure Virtual Desktop, RedSeal, Microsoft Sentinel, VMware, Hyper‑V, Microsoft Windows Server infrastructure, and enterprise monitoring and alerting systems
Experience executing work schedules and completing planning, coordination, approvals, negotiations, and other contract requirements in a timely manner
Experience with agency oversight and coordinating maintenance schedules and monitoring coverage
