American business solutions inc is seeking a Product Manager to lead the CAI application modernization in a contract role based in the Harrisburg area. You will own the product vision, gather and refine user stories from government stakeholders, and drive a modern architecture with architects, developers, and vendors.

Strong communication and Agile skills are essential to deliver measurable outcomes. You will define acceptance criteria, manage the backlog, and track KPIs while ensuring WCAG

Competenze

• 5+ years as Product Manager in large-scale public-sector modernization.
• Experience modernizing legacy applications or leading digital transformation projects.
• Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs.
• Able to apply Agile/Scrum methodologies and use tools (Azure DevOps, Jira) effectively.
• Experience overseeing and testing of large data conversions.
• Excellent written and verbal communication with technical and non-technical audiences.
• Strong organizational and prioritization skills to manage competing demands.
• Experience with enterprise application modernization (migrating from legacy platforms).
• Familiarity with WCAG accessibility and public-sector compliance requirements.
• Previous experience with Commonwealth of Pennsylvania agencies or similar public-sector organizations.
• Bachelor's degree in business, Information Systems, Computer Science, or related field (or equivalent).

Key Responsibilities

• Own the product vision, strategy, and roadmap for the CAI application modernization initiative.
• Elicit, document, prioritize, and manage business and functional user stories from stakeholders across the Commission.
• Translate business needs into clear user stories, acceptance criteria, and product backlog items.
• Collaborate with solution architects, developers, UX/UI designers, and vendors to define modern technical approaches(including potential platform, architecture, and integration decisions).
• Prioritize features and technical work based on business value, risk, dependencies, and strategic goals.
• Facilitate agile ceremonies (backlog refinement, sprint planning, reviews, and retrospectives) as needed.
• Serve as the primary liaison between business stakeholders and the technical delivery team.
• Define success metrics and KPIs for the modernized CAI application and track progress against them.
• Support change management, user adoption, and training efforts related to the modernized solution.
• Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility (WCAG), data privacy, and compliance.
• Identify risks, dependencies, and impediments and drive resolution.
• Provide regular status updates and recommendations to IT leadership and business sponsors.
