Job summary

My3tech is seeking a Product Manager to lead large-scale public-sector modernization efforts in a hybrid role based in Pennsylvania. You will drive strategy, manage backlogs, and coordinate with Commonwealth agencies, ensuring delivery of complex digital transformations.

Qualifications

• 5+ years of product management experience in large-scale modernization projects
• Experience modernizing legacy applications or leading digital transformation initiatives
• Strong ability to translate stakeholder needs into actionable backlogs
• Proficient with Agile/Scrum practices and backlog tools
• Experience with large data conversions and testing
• Excellent written and verbal communication with technical and non-technical audiences
• Strong organizational and prioritization skills
• Public-sector modernization experience is highly desirable
• Familiarity with Microsoft stack, Azure, or CMS is a plus
• Knowledge of accessibility standards (WCAG 2.1) and public-sector compliance is a plus
• Experience with Commonwealth of Pennsylvania agencies or similar public-sector orgs is highly desirable
• Bachelor-level or equivalent experience in related fields

Location: Hybrid Work: Candidates are expected to be in the office in PA 2 days a week (offices available statewide)with one of those days being Wednesday. 3 days can be worked from home/remote.

• Experience as a Product Manager leading $10M large-scale public-sector modernization efforts. - Required 5 Years
• Demonstrated experience modernizing legacy applications or leading digital transformation projects.. - Required
• Strong experience gathering user stories from diverse business stakeholders and converting them into actionable product backlogs. - Required
• Working knowledge of Agile/Scrum methodologies and tools (Azure DevOps, Jira, or similar). - Required
• Experience with overseeing and testing of large data conversions. - Required
• Excellent written and verbal communication skills, with the ability to communicate effectively with both technical and non-technical audiences. - Required
• Strong organizational and prioritization skills with the ability to manage competing demands. - Required
• Experience with enterprise application modernization (e.g., migrating from legacy platforms, moving to modern architectures). - Highly desired
• Familiarity with Microsoft technology stack, cloud platforms (Azure), or content management systems - Highly desired
