Strativia seeks an experienced IT Change Manager to support Baltimore's tax modernization. The role leads organizational change, stakeholder engagement, communications, and user training for large-scale technology shifts in government contexts.

Ideal candidates bring six+ years' change management, LMS/Articulate proficiency, and certifications. Collaboration with leadership and IT teams will drive adoption with minimal disruption.

Qualifications

• Minimum six (6) years of organizational change management experience.
• Experience leading enterprise-wide change initiatives in large organizations.
• Familiarity with HR processes and information systems.
• Knowledge of Prosci, ADKAR, or Kotter change methods.
• Experience with communication plans, stakeholder engagement, and training.

Responsibilities

• Develop and implement change management strategies aligned with project goals.
• Conduct stakeholder assessments, readiness evaluations, and surveys.
• Develop and execute communications to keep stakeholders informed.
• Design training programs, job aids, and end-user resources.
• Collaborate with project managers and leaders to ensure adoption.
• Monitor activities, track adoption metrics, and suggest improvements.
• Provide coaching on change management best practices to teams.
• Support cloud-based and enterprise technology implementations.
• Identify opportunities to improve processes and learning.
