Job summary

Dallas County is seeking an IT Business Analyst I in Information Technology – Strategic Engagement. The role focuses on analyzing and designing systems, acting as a bridge between non-technical users and technical staff to ensure user requirements are met efficiently.

Responsibilities include identifying process improvements, generating reports, documenting business needs, and coordinating with project teams across the full SDLC using waterfall and/or agile methodologies.

Qualifications

• Education and experience equivalent to a Bachelor's degree in Business, Information Systems or related field; Master’s degree preferred.
• Three (3) years of job related experience; experience in delivering business analysis and/or experience in business transformation and optimization preferred.
• Knowledge of SDLC in waterfall and/or agile methodologies; ability to communicate with both non-technical users and technical staff.

Responsibilities

• Identify opportunities to improve business processes through information systems and non-system changes.
• Prepare statistical reports using data from systems and surveys for management decisions.
• Document business needs, objectives, processes, requirements, and system access with stakeholders.
• Liaise between end-users, analysts, and developers to ensure optimal system design and maintenance.
• Assess feasibility and define requirements for new systems and enhancements; ensure design fits user needs.
• Plan and conduct business process improvement projects and management reviews.
• Conduct change impact analysis and document business rules and requirements.
• Define system scope and objectives through research and fact-finding.
• Identify processes for improvement and analyze fit/gaps between current and desired states.
• Collaborate with the Project Manager to ensure project goals.
• Track and document changes to business processes and specifications.
