Job summary

The State of South Carolina’s Department of Administration, Office of Technology & Information Services (OTIS), seeks an IT Business Analyst to document requirements, map processes, and support data-driven decision making in Columbia, SC.

You will translate business needs into clear specifications, develop dashboards with Power BI, assist with change management, and coordinate with IT operations and business teams to deliver value.

Qualifications

• Bachelor's degree or higher in computer science, business analytics, or related area.
• Three years of experience in computer system development or two years in business process analysis with Power BI.

Responsibilities

• Document current-state and future-state processes and improvements.
• Produce process documentation and ensure a single source of truth.
• Support demand intake and governance preparation.
• Define reporting requirements and executive dashboards.
• Translate business needs into clear requirements and analyses.
• Serve as liaison with IT operations and business functions.
• Support testing, UAT, and post-implementation review.
• Assist with change management and communication efforts.
