Missouri Department of Natural Resources is seeking an experienced accounting professional to join the Division of Administrative Support in Jefferson City. You will support grant, budgeting and financial reporting processes, ensuring GAAP compliance and accuracy while working with state systems and our grants platform.

Competenze

  • Graduation from an accredited college with accounting/finance/public administration specialization and four years of government accounting experience.
  • Knowledge of state and federal regulations relevant to fiscal activities.
  • Proficiency in Access and Excel for reporting and data analysis.

  • Review grant applications and awards for accuracy and completeness and submit to awarding agencies.
  • Establish chart of accounts, grant codes and budgets to comply with reporting requirements.
  • Assist with preparation/review of Federal Financial Reports and grant awards.

This position is with the Missouri Department of Natural Resources, Division of Administrative Support, and will be located at the Lewis and Clark State Office Building located at 1101 Riverside Drive, Jefferson City, Missouri.

This position is an integral part of an accounting team who serves others while working to increase the transparency, accuracy, and timeliness of financial information distributed within and outside the department. Ability to problem solve, attention to detail, and ability to meet deadlines are important skills for this position.   • Review grant applications and awards for accuracy, clarity, appropriate calculations and completeness, prior to departmental approval. Monitor and submit applications and awards to awarding agencies on behalf of the department.
  • Ensure chart of accounts codes including grant codes and budgets for awards and amendments are established to comply with reporting requirements, in the state’s accounting system, and Salesforce, our grants platform.
  • Assists with the preparation/review of complex Federal Financial Reports. Has a good understanding and awareness of the differing set of requirements unique to each grant award.
  • Analyzes data collected on various monthly and quarterly reports; identifies and researches accounting issues and suggests adjustments and/or journal entries to ensure compliance with Generally Accepted Accounting Principles (GAAP).
  • Perform grant and fund analysis to ensure solvency and make recommendations when potential concerns arise.
  • Gather, interpret, and compile data for federal funding draw process.
  • Assist with the preparation of the state’s Annual Comprehensive Financial Report.
  • Reconcile revenue and expenditure data in preparation of grant close outs.
  • Receive and verify payroll adjustment forms, and work with OA Accounting to process the adjustments.
  • Run or review queries using Access for preparing reports or for entry of SAM II documents.
  • Monitor expenditures and revenue transactions for compliance with statutes, policies and procedures, compliance with requirements, coding accuracy and appropriateness, etc.
  • Other duties as assigned.

  • Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
Equivalent to those typically gained by:
  • Graduation from an accredited four-year college or university with specialization in accounting, finance, public or business administration or closely related area; and four years of professional government experience in accounting, auditing, purchasing, budgeting, or fiscal management. (Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
  • Earned graduate credit hours from an accredited college or university in the specific areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned graduate credit hours for one year of experience.
  • Knowledge of Code of State Regulations related to fiscal and procurement activities, and Code of Federal Regulations.
  • Knowledge of Microsoft Access and Excel.
  • Ability to pay attention to detail and accuracy.
