The City of Flagstaff seeks a Management Analyst to lead the Intergovernmental Affairs program and shape the city’s advocacy strategy. You will partner with contract lobbyists and the Arizona League of Cities and Towns to track legislation and build relationships with lawmakers.

You will also manage annual lobbying trips and serve as a policy liaison, contributing to exciting projects within the Communication and Civic Engagement Division. This role drives policy influence for a growing city.

Qualifications

• Bachelor’s degree in Public Administration, Public Policy, or a related field.
• 3 years of experience in legislative affairs or public policy.
• Combination of relevant education and experience may be substituted on a year-for-year basis.

Responsibilities

• Lead the City’s Intergovernmental Affairs program.
• Collaborate with contract lobbyists and the Arizona League of Cities and Towns to advance the city’s legislative goals.
• Review and research legislation affecting the city; craft advocacy strategies.
• Draft documents related to the city’s legislative agenda for lobbying use.
• Develop and maintain relationships with state legislators, federal agencies, and local staff.
• Manage the annual state and federal lobbying trips; coordinate schedules with lobbyists.
• Act as policy liaison between City of Flagstaff and external agencies or organizations.
