Job summary

The New York City Police Department seeks a Staff Analyst to serve as an instructor at the Police Academy. Responsibilities include delivering structured training, preparing comprehensive lesson materials, and designing performance evaluations across Civilian Training programs.

Candidates should possess strong MS Word/PowerPoint skills, excellent writing and interpersonal abilities, and be prepared for MOI certification if not already certified. The 55-a Program and residency provisions apply.

Qualifications

• Master's degree in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a JD from an accredited law school.
• Bachelor's degree plus two years of satisfactory full-time professional experience in budget/financial administration, management science, personnel administration or related area.
• Associate degree and four years of experience as described above.
• Four-year high school diploma and six years of experience as described above.

Responsibilities

• Provide a structured training regimen in various courses offered by the Police Academy, Civilian Training Program.
• Prepare lesson objectives, lesson plans, lectures, exercises, and training materials.
• Research and design training or procedural manuals and evaluate the effectiveness of procedures.

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The New York City Police Department strives to foster a safe and fair city through the strategic deployment of resources, focusing on both crime prevention and addressing quality-of-life concerns while building lasting community relationships.

The Civilian Development Unit (CDU) provides department-wide training for civilian and uniformed members, supporting operational readiness, professional standards, and supervisory development. Training includes entry-level programs for new civilian hires: Police Administrative Aide (PAA); School Crossing Guard (SCG); Evidence and Property Control Specialist (EPCS); and Police Attendant (PA). Training also includes recurring in-service courses such as Roll Call Training and School Crossing Guard refresher training, and Introduction to Supervision promotional training to build leadership skills and prepare personnel for supervisory roles.

The Staff Analyst is an instructor position in the Police Academy and will be responsible for the following:

• Provide a structured training regimen in various courses offered by the Police Academy, Civilian Training Program
• Responsible for preparing lesson objectives, lesson plans, lectures, exercises, and other materials for use in training
• Research and design training or procedural manuals, design and implement systems for evaluating the effectiveness of procedures, and maintain liaison with other commands throughout the Department
• Experience in using Microsoft Word and PowerPoint and have excellent interpersonal and writing skills.

Additional Information

All instructors in the NYPD Police Academy must be state certified in the Methods of Instruction (MOI) Course. If the chosen candidate is not already certified, they must complete and pass the two week MOI course, upon assignment to the Police Academy.

Minimum Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in “2” above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in “2” above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Preferred Skills

• Above average experience working with Microsoft Word, Excel and PowerPoint - Excellent analytical, interpersonal and writing skills - Public speaking/teaching background and experience working with the CityTime (payroll) and/or Roll Call computer applications.
