About Harris County Flood Control District:

The Flood Control District aims to reduce flooding risks in Harris County, the third most populated county in the US, with over 4.7 million residents, including Houston, the fourth largest city. The district manages approximately 1,500 stormwater channels, over 60 regional detention basins, and wetlands mitigation banks such as Greens Bayou.

What you will do at Harris County Flood Control District:

We are seeking an experienced, motivated leader for the role of Infrastructure Division Director. You will provide strategic leadership for maintaining and operating district properties and assets, ensuring infrastructure management aligns with our mission for sustainability and effectiveness.

Essential Functions and Duties:

Leadership and Management:
  • Manage division activities through department managers.
  • Delegate responsibilities, communicate policies, and ensure consistent application.
  • Provide work directions, resolve issues, coordinate programs, and manage resources within scope and budget.
  • Handle hiring, promotions, and transfers as needed.
Planning and Coordination:
  • Review reports and data, coordinate maintenance planning.
  • Ensure administrative consistency, proper reporting, and KPI tracking.
  • Coordinate with internal and external stakeholders to promote efficiency, resiliency, and sustainability.
  • Prepare activity reports for management.
Budget and Cost Management:
  • Monitor costs and develop long-term budgets.
  • Evaluate and implement sustainable procedures to enhance resilience.
Collaboration and Communication:
  • Support other divisions.
  • Participate in staff and public meetings, including after-hours events.
General Duties:
  • Perform additional duties as assigned.

Education:

  • Bachelor’s degree in civil engineering, construction management, architecture, or a related field from an accredited institution.

Experience:

  • Minimum 10 years of progressive experience in managing field staff, programs, projects, or public works related to hydrology, stormwater, or urban development.
  • Experience working with government agencies.
  • Significant managerial experience overseeing large teams.
  • Experience in change management and program scaling.

Licensure:

  • Valid Class "C" Texas Driver’s License.

Knowledge, Skills, and Abilities:

  • Understanding of relevant regulations and standards.
  • Proficiency in Microsoft Office.
  • Strong problem-solving, analytical, communication, organizational, and managerial skills.
  • Ability to work independently, prioritize, and build effective relationships.

Preferred Qualifications:

  • Experience with land management and sustainable vegetation practices.
  • Professional Engineer Registration in Texas.
