Position Description

About Harris County Flood Control District: The Flood Control District aims to reduce flooding risk in Harris County, the third most populated county in the US, with over 4.7 million residents, including Houston. It oversees approximately 1,500 stormwater channels, 60+ detention basins covering 10,000+ acres, and wetlands mitigation banks like Greens Bayou.

What you will do at Harris County Flood Control District:

We seek an experienced leader for the role of Infrastructure Division Director, responsible for strategic leadership and operational management of the District’s assets, ensuring infrastructure is well-maintained, sustainable, and aligned with our mission.

Essential Functions and Duties:

• Leadership and Management: Oversee division activities through subordinate managers, delegate responsibilities, communicate policies, and manage resources to meet goals within scope and budget. Participate in hiring and personnel decisions.
• Planning and Coordination: Analyze reports and data, coordinate with staff and stakeholders, ensure administrative consistency, and prepare activity reports.
• Budget and Cost Management: Monitor costs, develop budgets for long-term planning, and implement sustainable practices to enhance resilience.
• Collaboration and Communication: Support inter-divisional work, attend meetings, and communicate District programs to the public, including after-hours engagements.
• General Duties: Perform additional duties as required.

Requirements:

• Bachelor’s degree in civil engineering, construction management, architecture, or related field.
• Minimum 10 years of progressive experience managing field staff, projects, or public works related to hydrology, stormwater, or urban development.
• Experience working with government agencies and managing large teams.
• Valid Class "C" Texas Driver’s License.

Knowledge, Skills, and Abilities:

• Understanding of relevant regulations and standards.
• Proficiency in Microsoft Office.
• Strong problem-solving, communication, organizational, and managerial skills.
• Ability to work independently, under pressure, and build effective relationships.
