Position Description

About Harris County Flood Control District: The Flood Control District aims to reduce flooding risks in Harris County, the third most populated county in the U.S., with over 4.7 million residents, including Houston, the fourth largest city. The district oversees approximately 1,500 stormwater channels, 60+ detention basins covering 10,000+ acres, and wetlands mitigation banks like Greens Bayou.

What You Will Do: Lead all communications strategies and programs, including media relations, public outreach, internal/external communications, digital platforms, and crisis communication. Manage staff and advise leadership to promote transparency, trust, inclusion, and impact.

Essential Functions:

  1. Strategic Oversight: Develop and implement communication plans aligned with district goals, ensuring diversity, equity, inclusion, accessibility, and language equity.
  2. Team Leadership: Manage the communications team, oversee internal communications, conduct performance reviews, and promote ongoing training.
  3. Media & Public Relations: Manage media relations, serve as spokesperson, oversee social media, and monitor media coverage.
  4. Crisis Communication: Lead during emergencies, develop protocols, and ensure accessible, multilingual communication.
  5. Stakeholder Engagement: Build community relationships, lead public meetings, and foster transparency.
  6. Budget & External Relations: Manage budgets, oversee external consultants, and select communication tools.
  7. Additional Duties: Attend meetings, present at conferences, train staff, and perform other duties as assigned.

Requirements:

  • Bachelor’s degree from an accredited institution.
  • At least 10 years of progressive experience in communications or related fields.
  • Valid Class "C" Texas Driver’s License.

Knowledge, Skills & Abilities: Strong understanding of AP style, government communication, crisis protocols, digital media, excellent writing and speaking skills, proficiency in MS Office, data analysis, leadership, judgment, stakeholder relationship management, and multi-project handling.

Preferences: Degree in Communications, Journalism, or Public Relations; experience as a spokesperson; Spanish proficiency.

Additional Information: Full-time, salary to be discussed, located at 9900 Northwest Freeway, Houston, TX. Physical demands include standing, walking, sitting, lifting up to 15 lbs., and working indoors. Employment contingent on background check and other standards.
