About This Role

The DMV’s Information Systems Division (ISD) is seeking a dynamic IT Manager II to lead the Vehicle Registration (VR) Product Section. As part of ISD’s senior leadership team, this role oversees multi‑disciplinary project teams and ensures all Section activities align with Department and State requirements.

We’re looking for a forward‑thinking leader with experience in workforce planning, strengthening recruitment efforts, modernizing core business applications, and implementing new technologies. The ideal candidate excels at guiding teams, driving innovation, and delivering efficient, high‑impact results.

What You Will Do
  • Lead project procurement, budgeting, reporting, contract management, and personnel oversight.
  • Set strategic direction and guide project planning, coordination, and execution.
  • Ensure compliance with State IT policies, DMV standards, and industry best practices.
  • Analyze legislation and recommend implementation strategies.
  • Deliver regular project updates and briefings to executive leadership.
  • Ensure section activities meet all departmental and State regulations.
  • Oversee fiscal controls, funding needs, and personnel recommendations.
  • Manage and negotiate technology service contracts and vendor relationships.
  • Identify, assess, and mitigate procurement and vendor risks.
  • Communicate effectively across executive, administrative, vendor, and governmental stakeholders.
  • Monitor program goals and project milestones, ensuring timely and accurate information flow among teams.
  • Proven leadership experience across project management, procurement, contracts, budgeting, reporting, and organizational change.
  • Strong written and verbal communication skills.
  • Experience managing large, multidisciplinary teams and complex initiatives.
  • Understanding of Agile principles and modern software development approaches.
  • Background in enterprise processes, policies, and service delivery for major programs.
  • Ability to make timely, informed decisions in fast‑paced and evolving environments.
  • Knowledge of State laws, policies, and procedures, with a track record of successful implementation.
  • Skill in planning, organizing, and guiding the work of diverse technical and professional staff.
