Job Description And Duties
Under administrative direction provided by the CSPS Functional Manager (ITM II), the Functional Business Manager (ITM I) is responsible for managing the business analysis team performing a variety of complex analytical and IT support activities for the CSPS IT Project, a project to improve and replace the current personnel and payroll systems. CSPS will deliver a modern solution for Human Capital Management (HCM) including core HR functionality (position control, personnel administration, benefits administration, time management, and travel and expense management) and Payroll with employee self-service and streamlined business processes using innovative technology solutions. The incumbent will influence the design of the future solution and organization and will lead a team performing the most complex analysis of business and technical needs with project management tasks, which include personnel and payroll systems design planning and implementation activities for a highly complex IT project. The incumbent must demonstrate the highest level of expertise in business systems analysis techniques and System Development Lifecycle (SDLC) practices, the Project Management Lifecycle (PMLC), CA-Project Management Framework (PMF), Change Control principles and practices, Information Technology Security concepts, and customer service concepts. The incumbent leads and manages a team that has full responsibility for all main business capabilities development, design, configuration, release management, testing, and implementation of the future solution. The incumbent is responsible for planning, organizing and directing the work of several senior Business and Technical Leads and a variety of consultants, setting IT policy, IT program goals and objectives, and ensuring the future solution implementation is in conformance with the organization's policies and objectives. Responsible for ensuring that all requirements are met, the solution meets the business need, and functions as expected.
