Job summary

CDM Smith is seeking a Delivery Leader / Program Manager to lead complex federal construction programs in the Indo-Pacific region. The role requires strategic pursuit planning, risk management, and strong client relationships, with travel up to 50% and potential work across Hawaii, Guam and nearby areas.

You will oversee scope, schedules, budgets, staffing, and supplier coordination, ensuring profitable delivery and high-quality outcomes on challenging projects in remote locations.

Qualifications

• Bachelor's degree required; 10+ years of related experience preferred.
• Domestic and/or international travel may be required; travel frequency varies by duties.
• Equivalent additional directly related experience will be considered in lieu of a degree.

Responsibilities

• Develop pursuit strategies, including teaming partners and bidding tactics.
• Define project scope, schedules, budgets and objectives for complex projects.
• Prepare statements of work with work breakdown structures and gain approvals.
• Assess risk and implement mitigation; ensure adherence to PM policies and practices.
• Manage project costs and profitability; communicate residual risk to stakeholders.
• Monitor status, risks, and changes; implement mitigation as needed.
• Coordinate staffing and procurement; identify subs/vendors as needed.
• Build and maintain strong client relationships; ensure client satisfaction.
• Support sales by evaluating new work and contributing to scoping and costing.
