Job summary

CDM Smith seeks a Delivery Leader / Program Manager to lead and expand the federal construction portfolio in the Indo-Pacific region. You will develop strategies to pre-position, bid, win, and execute projects, managing staff and external resources to deliver on schedule and budget.

The role requires strong leadership, risk management, and client relationship skills, with travel up to 50% and oversight of multiple complex projects in remote island locations.

Qualifications

• Bachelor's degree required; 10 years related experience preferred.
• Domestic and/or international travel may be required; travel up to 50% annual.
• Equivalent additional directly related experience will be considered in lieu of a degree.

Responsibilities

• Develop pursuit strategies, including teaming partners, bidding tactics, and resources for complex Indo-Pacific projects.
• Plan and evaluate standard engineering/construction techniques and criteria.
• Create project definitions, schedules, budgets and objectives for offshore projects.
• Prepare detailed statements of work with work breakdown structures and stakeholder concurrence.
• Assess project risk and propose mitigation solutions; ensure adherence to PM policies.
