Job summary

CDM Smith seeks a Delivery Leader / Program Manager to lead and expand its federal construction portfolio in the Indo-Pacific region. The role emphasizes strategy, staffing, risk management, and client relationships across remote locations, including Hawaii, Guam, and broader Indo-Pacific areas.

You will develop pursuit plans, manage budgets, and collaborate with sales to scope new work, while traveling up to 50% to client sites and project locations.

Qualifications

• Bachelor's degree and 10 years of related experience.
• Domestic and/or international travel may be required.
• Equivalent additional directly related experience will be considered in lieu of a degree.

Responsibilities

• Develop pursuit strategies and teaming arrangements for Indo-Pacific projects.
• Plan and conduct work applying standard engineering or construction techniques.
• Create project definitions, schedules, budgets and objectives based on project experience.
• Prepare detailed statements of work with work breakdown structures and stakeholder concurrence.
• Assess potential project risk and outline mitigation solutions; ensure PM policy compliance.
• Manage project costs and profitability; identify residual risk and communicate it.
• Monitor project status; identify risks and implement mitigation strategies.
• Staff projects with internal and external resources and manage staffing.
• Build and maintain strong client relationships and ensure client satisfaction.
• Collaborate with sales to evaluate new work and support scoping/costing efforts.
