Job summary

CDM Smith is seeking a Delivery Leader / Program Manager to lead and expand our federal construction portfolio across the Indo-Pacific. The role requires steering pursuit strategies, defining project scopes, schedules, and budgets for complex, remote island projects.

You will manage risks and costs, foster stakeholder alignment, and work with sales leaders to scope and cost new work, delivering strong client outcomes.

Qualifications

• Bachelor's degree and 10 years of related experience.
• Domestic and/or international travel may be required; travel frequency contingent on duties and workload.
• Equivalent additional directly related experience will be considered in lieu of a degree.

Responsibilities

• Develop pursuit strategies, including teaming partners, bidding tactics, and resources for delivering projects in the Indo-Pacific.
• Plan and conduct work requiring judgment in engineering or construction techniques and criteria.
• Create project definitions, schedules, budgets and objectives for projects in difficult locations.
• Prepare detailed statements of work with work breakdown structures and secure approvals from stakeholders.
• Assess project risk and propose mitigation solutions; ensure adherence to PM policies and practices.
• Manage project costs and profitability; identify residual risks and communicate them.
• Monitor project status, risks, and implement mitigation actions; escalate as needed.
• Coordinate staffing, including outside resources, and ensure procurement processes.
• Build and maintain strong client relationships and ensure client satisfaction.
