Job summary

CDM Smith is seeking a Delivery Leader / Program Manager to lead and expand our federal construction portfolio in the Indo-Pacific. The role requires building strategies to pre-position, bid, win, and execute projects across complex environments.

You will oversee scope development, risk management, staffing, and client relations, ensuring on-time, profitable project delivery while collaborating with sales to pursue new opportunities.

Qualifications

• Bachelor's degree; 10 years of related experience.
• Domestic and/or international travel may be required.
• Equivalent additional directly related experience can substitute for a degree.

Responsibilities

• Develop pursuit strategies, teaming, bidding, and resources for complex Indo-Pacific projects.
• Plan and evaluate engineering/construction techniques, judgments, and criteria.
• Create project definitions, schedules, budgets, and objectives for challenging locations.
• Prepare detailed statements of work and obtain approvals from stakeholders.
• Assess risk and implement mitigation, ensuring compliance with PM policies.
• Manage project costs, profitability, and residual risk.
• Monitor status, risks, and adjust plans; escalate when needed.
• Coordinate staffing and procurement with internal/external resources.
• Build and maintain strong client relationships and expectations.
• Support sales in scoping and costing new work; perform other duties.
