Job summary

CDM Smith is seeking a Delivery Leader / Program Manager to lead federal construction initiatives in the Indo-Pacific region. The role requires strategic pursuit planning, client engagement, and oversight of complex projects across remote locations.

You will develop schedules, budgets, and risk mitigation plans while coordinating staff, subs, and internal stakeholders. Expect travel up to 50% with a focus on delivering on-time, profitable outcomes.

Qualifications

• Bachelor's degree required; 10 years of related experience.
• Willingness to travel domestically and internationally; up to 50%.
• Equivalent additional directly related experience will be considered in lieu of a degree.

Responsibilities

• Develop pursuit strategies, including teaming partners, bidding tactics, and resources required to deliver projects in the Indo-Pacific.
• Plans and conducts work requiring judgment in evaluating engineering/construction techniques and criteria.
• Create project definitions, schedules, budgets and objectives for projects with staffing for difficult locations.
• Prepare detailed statements of work with WBS and obtain concurrence from stakeholders.
• Assess potential project risk and outline risk mitigation solutions; ensure adherence to PM policies.
• Manage project costs and profitability; identify, quantify, and communicate residual risk.
• Monitor project status and risks; implement mitigation solutions; escalate as needed.
• Manage changes to requirements and schedule with stakeholders.
• Develop resource plan and staffing; identify outside resources and procurement processes.
• Build and maintain strong client relationships; ensure client satisfaction with on-time, quality outcomes.
• Collaborate with sales to evaluate new work and assist with scoping and costing.
