Job summary

The Louisiana Department of Health is seeking a qualified administrator for the Economic Stability program, located in Baton Rouge. This promotional opportunity is open only to current permanent employees in a classified position.

You will monitor program integrity, interpret complex regulations, supervise LDH staff and contractors, analyze policies, and develop improvements. The role may involve travel for disaster response and special projects.

Qualifications

  • Six years of experience in administrative services, public health, social services, or health services; OR Six years of full-time experience in any field plus three years of experience in administrative services, public health, social services, or health services; OR A bachelor’s degree plus three years of experience in administrative services, public health, social services, or health services; OR An advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus two years of experience in administrative services, public health, social services, or health services.

Responsibilities

  • Monitors program integrity and quality assurance activities through case validation, data analysis, reports, and contract monitoring to ensure accurate benefit and service delivery and minimize errors and fiscal sanctions.
  • Interprets and applies complex federal regulations, state laws, policies, procedures, forms, and data systems to provide guidance on client eligibility, program benefits, allowable costs, and unusual or difficult programmatic situations.
  • Provides programmatic supervision, technical assistance, and guidance to LDH staff and contracted providers through case reviews, consultations, meetings, written interpretations, and training.
  • Researches and analyzes program policies and procedures to identify operational issues, recommend corrective actions, and develop improvements that reduce workload, minimize errors, and maximize service delivery.
  • Develops and conducts training for Economic Stability programs, identifies training needs, and participates in special projects, workgroups, policy revisions, legislative initiatives, rule development, and program improvement activities.
  • Investigates and assists with the resolution of complaints and inquiries from clients, legislators, government officials, advocacy groups, community organizations, and social agencies, serving as a liaison to ensure consistent and equitable program administration.
  • Participates in federal program access reviews, conducts quality assurance activities at field offices and contracted providers, and provides programmatic support during disasters and other emergency situations, including occasional overnight travel.
