Job summary

The Oregon Department of Human Services is seeking a Learning & Development Unit Manager to lead agency-wide training strategies and supervise staff, advancing equity and workforce development across programs.

In this role, you will partner with ODHS leadership to design and implement learning initiatives, evaluate programs, and manage resources and contracts, while promoting an inclusive, trauma-aware culture within the state workforce.

Qualifications

• Workforce development expertise and equity-centered practices.
• Leadership of large-scale learning initiatives in regulated environments.
• Experience with instructional design and learning systems.

Responsibilities

• Lead and manage the Learning & Development Unit, including supervising staff and workflows.
• Develop and execute long-range training strategies across the agency.
• Collaborate with leadership to design learning initiatives aligned with equity and RiSE priorities.
• Evaluate training systems and performance metrics to improve impact.
• Oversee design, delivery, and evaluation of training programs.
• Monitor ROI for trainings and ensure compliance and continuous improvement.
• Support organizational change management through collaboration across programs.
• Foster an inclusive, culturally responsive workplace reflecting equity commitments.
• Ensure compliance with laws, policies, and collective bargaining agreements.
• Maintain learning systems and coordinate resources and contracts.
