Job summary

The State of Indiana's Department of Child Services seeks an Learning and Governance Engagement Instructional Design Specialist in Indianapolis to design high‑quality learning experiences across e‑learning, instructor‑led, blended, and performance support formats.

You will translate complex policy into learner centered modules, work with SMEs, verify content against the DCS Practice Model, and measure impact through data and feedback.

Qualifications

• Bachelor's degree in Education, Social Work, or related field or equivalent experience.
• 3 years of instructional design experience or equivalent.
• Strong written and verbal communication skills.

Responsibilities

• Develop instructional materials including e‑learning, instructor‑led, and blended formats.
• Conduct training needs assessments to identify gaps and priorities.
• Apply adult learning theory and best practices to content design.
• Ensure content aligns with DCS policy and practice model standards.
• Collaborate with SMEs and leaders to define learning outcomes and materials.
• Evaluate training impact using data and learner feedback.
