Job summary

Department of Health and Social Services (DHSS) in Delaware seeks a Developmental Disabilities Program Evaluator to monitor and improve Medicaid-funded services, ensure compliance with federal and state rules, and promote trauma-informed, person-centered practices. The role blends office-based and field work with collaboration among providers, individuals, families, and stakeholders.

Qualifications

• Bachelor's degree or higher in Behavioral or Social Science or related field.
• Six months experience in program evaluation to identify problems, ensure compliance and assess effectiveness.
• Six months experience in recommending improvements based on findings.
• Three years experience in health or human services work—supporting individuals, families or communities.
• Six months experience interpreting laws, rules, and procedures; six months in narrative report writing; six months in staff supervision.

Responsibilities

• Monitor and evaluate programs in residential living areas to ensure compliance with ICF/IID and Medicaid Community Rule standards.
• Review habilitative plans and programs via observations, surveys and audits.
• Provide consultation and instruction to facility staff and assist in program planning and self-evaluation.
• Serve as Administrator during evenings and weekends when applicable.
