Job summary

Hively is seeking a Business Systems Analyst to implement and optimize SaaS platforms supporting Measure C programs in Alameda County. You will translate program needs into secure, scalable configurations and dashboards for leadership to monitor enrollment, slot utilization, and grant performance.

Collaborate with the Director, Data & Systems, program staff, and vendors to ensure data quality, security, and release readiness. Strong SQL and BI skills are essential.

Qualifications

• Bachelor's degree in Information Systems, Business, Computer Science, or a related field.
• Three or more years of experience as a business systems analyst or similar role.
• Experience gathering and documenting business requirements (process maps, user stories, acceptance criteria).
• Experience building reports or dashboards for leadership audiences and translating data into decision-ready information.
• Experience planning and leading user acceptance testing (UAT).
• Knowledge of relational data concepts and ability to write/interprete basic SQL queries.
• Hands-on experience configuring business applications (workflows, rules, roles, permissions).
• Strong communication and documentation skills across non-technical and technical stakeholders.

Responsibilities

• Administer and support Hively’s program technology platforms focused on Measure C Contracted Slots and Operating Grants.
• Configure workflows, business rules, reference data, notifications, and system settings per approved requirements.
• Document business requirements with process maps and user stories; coordinate with vendors to translate into configurations.
• Maintain documentation of configurations, rules, workflows, and technical decisions.
