Job summary

Texas Health and Human Services Commission (HHSC) is seeking a Program Specialist IV in Austin to provide highly complex consultative and technical assistance, including research, assessment and planning for IDD PES programs. You will work with HHSC staff, LIDDA, CLASS, and CFC Non-Waiver advocacy groups to determine LOC eligibility and oversee IPC/LOC enrollment.

Qualifications

• Knowledge of intellectual disability and other developmental disability related conditions, CLASS and CFC, program rules, service array and billing guidelines.
• Ability to communicate effectively, both orally and in writing.
• Ability to gather, assemble, correlate, and analyze information to devise solutions to problems.

Responsibilities

• Attends work on a regular and predictable schedule.
• Oversees and monitors provider requirements with enrollment IPC and LOC determinations (50%).
• Provides highly complex consultative and technical assistance to management, program staff, and stakeholders (10%).
• Conducts training and provides guidance to staff in procedures (10%).
• Coordinates workgroups to analyze, develop, and implement program initiatives (10%).
• Conducts data analysis and prepares material for program information requests (5%).
• Represents the agency in fair hearings (5%).
• Develops and revises review tools and protocols (5%).
• Leads prioritization of workload by assigning deliverables during supervisor absence (5%).
