Job summary

Midlands Regional Center in Columbia, SC seeks a senior leader to oversee program and fiscal management for a state-operated ICF-IID, directing facility administrative staff and delivering continuous active treatment and community integration.

Responsibilities include policy communication, KPI development, and ensuring regulatory compliance under CMS and DOL guidelines while guiding organizational uniformity across centers.

Qualifications

• Bachelor’s degree from an accredited college or university in a human services field of study and at least three (3) years of experience working with people who have disabilities with at least one (1) year of experience in supervision/administration.
• Strong preference will be given to seasoned applicants who have an extensive knowledge of best practices of service delivery to persons with cognitive and/or physical disabilities, advanced leadership skills in guiding a large human services organization, and extensive knowledge of federal ICF-IID regulations.

Responsibilities

• Provides guidance and supervision to key regional center directors and personnel with responsibilities impacting facility operations.
• Ensures acumen of CMS State Operations Manual provisions, federal and state rules and regulations pertaining to ICFs-IID, and knowledge of community-based service options to promote community integration, inclusion, and successful transition.
• Proactively engages employees to build relationships that create trust, open dialogue, and full transparency; establish roles, responsibilities and expectations with extraordinary clarity; motivate every single employee to take action and connect their duties in a compelling manner with agency mission; assertively engages employees to drive outcomes and overcome adversity, obstacles, and resistance; creates a culture of clear accountability; and makes decisions that are based on productivity, not politics.
• Develops key performance indicators (KPI) to establish quality and risk management benchmarks.
• Facilitates organizational and operational uniformity among all Regional Centers as required/needed.
• Proactively identifies specific improvement projects, develop specific guidance/parameters, specific milestones, final completion time, fix accountability for results, and effectively brief higher-level managers periodically on status.
• Ensures state operated ICFs-IID comply with federal and state labor laws and Department of Labor (DOL) regulations to include but not limited to the Workforce Innovations and Opportunities Act (WIOA).
• Conducts frequent walking visits of resident living areas, workshops, and day service areas to identify needs and ensure delivery of appropriate support and services; conducts unannounced after-hours visits of facility to assure licensing and certification standards.

Education

Bachelor’s degree in human services

3 years experience with people with disabilities

1 year supervision/administration experience
