Job summary

Groundswell is seeking an experienced Program Manager to lead a flagship Intelligence Community modernization program in the Washington, DC area. You will serve as the program's operational leader, ensuring contract execution, QASP adherence, milestones, and deliverables while coordinating with OEM, subcontractors, and government stakeholders.

This role partners with the OEM PMO to manage IMS, risks, dependencies, and schedule impacts, while guiding delivery leaders and ensuring alignment with

Qualifications

Bachelor's degree or equivalent experience in a related field.
PM certification (PMP or DAWIA Level 3) required.
10+ years managing complex federal technology programs.
Experience with IC/DoD programs and federal contract requirements.
Expertise developing and managing IMS, risks, dependencies, and governance.

Responsibilities

Lead day-to-day program execution under executive oversight.
Ensure contract compliance, performance standards, and milestones.
Oversee IMS development and risk/issue management.
Coordinate with OEM, subcontractors, and government stakeholders.
Deliver program governance reviews and status reporting.
